FN 1 isn't clear whether 'Households Below Average Income' is the measure they are using or if its the title of a report?
These statistics are only as good as the definition of poverty that they use. There is no way that 1/3 of children in the UK are living in any sensible definition of 'poverty', but 'low income' doesn't have the same pejorative force.
