It's part of a wider point about how conservative voters/thinkers view homelessness

Research shows (on a very broad level) that conservatives are more likely to believe that they have brought it on themselves, while left/liberal thinkers are more likely to see homelessness as a by-product of an iniquitous society.

This is not black and white obviously, but the idea that those on the left and right view it exactly the same way does not hold up.

So yes, conservatives are less likely to give a s**t.
