Conservatives in power for the past decade

Things have got worse / harder for the people we ought to be caring for. Return to work interviews for severely disabled people, increase in food bank use, bedroom tax, cuts to youth services and child care, the rise in homeless people.

Why is it that when it comes to people at the bottom there's no money and the narrative is of people choosing their own misfortune?
