Pretty sure you're right

It's payments (mainly salaries and bonuses) to key personnel.
At one point this would basically have just been the Chief Executive (who was also a director, hence it being the same value as the highest paid director) but since then (after McNally left?) we have added other key personnel to the structure which has increased the figure (now, obviously, it primarily includes Webber).
Presumably the large size in the current accounts would be because of promotion bonuses.
