Around 52 per cent of people who voted

Which is around 37% of the total electorate. Some of those who didn’t vote may or may not ha e wanted to leave. Technically it has always been “the will of some of the people” or “the will of a slight majority of those who voted”, not “the will of the people”.

Not that it matters, it just annoys me when people make out that an overwhelming majority of people in this country want it. Polling shows consistently that we’re still split roughly 50-50 with most polls giving a slight lead to remain (but not by very much).
