the amendments would typically be part of the bill you're voting on

otherwise you're in a farcical situation of having to win support to vote to amend a law in preparation for introducing a bill to be voted upon that no-one can see (or know if they will support) until it's introduced.

So why would you vote to change a law to accommodate a hypothetical bill?
