The UK cannot and should not live with an arrangement whereby NI is indefinitely subject

to regulatory control by a foreign state. That's why the backstop as previously proposed has never been acceptable. The difference here is that NI will be periodically consenting to it which to me seems a fairly fundamental difference. I don;t see how else you can do it really?
