build new stand behind main stand

like Liverpool did, just build second tier behind it over part of Carrow road.

So they build the new stand to roof level during season, then in close season take off the main stand roof and fit the new roof so it would be live the Jarrold stand roof.

that way the existing stand continues to be used .
