I’m pretty sure the analysis staff at St Georges park are 100% aware of Maddison, his strengths and his weaknesses. The way I see it is England play the same as Liverpool 4-3-3, Madders can’t play in the front 3 so that only lave a centre mid 3. We obviously have a holder, Rice or Dier specifically to shield the defence then 2 box to box players who can equally play as well on the ball or without the ball. I don’t think England think Madders is good enough defensively to play in the positions occupied by Henderson or Barkley. If England played a 4-2-3-1 I think he would’ve had a few caps by now. Southgate has said a couple of times they see him as a number 10.
