I disagree, the EU wasn't a major issue at the time, but the tories were worried about

losing votes to Ukip so they and Cameron thought they could bring them on board by giving them a referendum they'd lose.
Remember that Cameron didn't win a majority in that election so his mandate for the referendum was tenuous at best.

However, I agree on your second point. You literally have to ask 100 people to find one who can actually tell you how they're going to benefit from Brexit
