Just aggregate over a extra season

Problem with points is (as you've highlighted) it becomes a closed shop. How do you become 'hardcore' if only the existing hardcore get first dibs?

The ballot suggestion elsewhere works best, I think, with capped memberships. Give the 'hardcore' priority to buy memberships initially and then it can all level off for future years.
