to work for away games you either need an NCFC pre-check at each away turnstile, or a league mandated and controlled biometric ticketing system that all clubs adopt and that is fully GDPR compliant on an end-to-end basis. You'd need some way of it working on a dumb basis for clubs that get relegated, and you'd need it to be quick to adopt for those being promoted.

Feasible, but a very expensive and complicated sledge hammer to crack an over-exaggerated nut.
