Offside question

Is it that only the payer who receives the ball can be offside and all other attackers who are in front of the defence Cannot be offside? Man City 9 was in an offside position when ball played forward but it didn’t go to him immediately. At that point does offside cease so the players who got the ball can pass to that player?
