I think I'm being more cynical

What Person A calls terrorism, Person B might call simple mass-murder because it doesn't suit their (political) agenda to recognise it as terrorism.

And vice versa, what might just be a racially aggravated murder to some might be terrorism to others because they want to make political capital out of it (such as drawing parallels with the way other 'terrorist' incidents are dealt with).
