Would you prefer

Spending an exponential amount more money per m of track to upgrade the welding standard to the whole system for the benefit of about 2 or 3 days a year?

Perhaps we should also build flood defenses everywhere to make sure we're covered for a 20 year flood.

Or we could just put the net saving into the welfare pot or something like that
