Well yes in short.

I haven't got a high enough salary to be able to afford mortgage payments for property in basingstoke

Neither can i afford a high deposit required since the cost to rent is high.

So my options are to take further education and qualifications to take higher paying jobs to command the salary required to buy a property.

Or i move to a part of the country where it is cheaper to buy property.

I chose the latter as it meant i could get on the property ladder sooner, therefore not throwing money away renting. Simultaneously being sponsored by work to take on further education, an opportunity offered to me to further develop myself and my career.

With regards to basingstoke's housing situation. There has been a lack of house building with majority of property being apartment's next to the train station due to the direct 45min train into waterloo.
