Not at all.

One version ends in a situation where you blame the government for all of the problems in your life and subsequently accept that it's government that has to change things to fix your problems.

The other ends in a situation where you blame yourself for the problems in your life and taking advantage of government given opportunity to improve or fix those problems.

Ultimately you are in charge of your own life. Government does not owe you anything.
