You cannot tell the exact moment the ball was struck. I bet if you looked at the frames before and after the one they actually used they would all look like the moment the ball was just leaving the foot. Players can move a fair bit (certainly more than a few centimetres) between video frames so anything of such a small margin is well within the margin of error for the technology involved. One of the issues with VAR is that it gives an impression of certainty where none exists.
