Isn't that actually a loosening of the rule for 'keepers?

According to the previous rule you needed both feet on or behind the line since you couldn't move forward before the kick was taken (whereas now you actually CAN as long as you leave one foot back on the line).

However the previous law was almost never enforced, so maybe we will have a looser law that actually looks tougher because it gets enforced more?
