I honestly dont think thats the reason.

I honestly believe its to stop touts and give the most loyal supporters a shot at both home and away tickets.

Think about it. Would the club rather sell to a tout or a supporter who may become a ST holder in the future.

Lets say they gave away the membership for nothing.

What would happen? We would suddenly have members from every part of the world. But they wouldn't be real fans, just touts looking to cash in on a free shot at tickets.

Im not sure why people are not seeing this.
