The obvious solution was to keep the same system and have different priority groups such as:

Priority 1 - member or season ticket holder who did 10 plus away games last season
Priority 2 - member or season ticket holder who did 5-10 away games
Priority 3 - member or season ticket holder who did 1-4 away games

Not that difficult is it. But then that wouldn't make the club money which is their key driver here.
