there are two points that you are overlooking

firstly is that the most loyal away fans, still have to buy priority membership to get tickets. So the club is effectively charging it's most loyal away supporters a new fee if they continue to want to be guaranteed tickets. Tickets which they would have been guaranteed with the old points system, without having to pay for the privilege.

And secondly, an arbitrary cut off of ten games has been put in place. So a fan who has gone to 9 away games (perhaps went to 12 the season before) now has to fight for tickets with anyone else prepared to stump up for the new membership fee. That's effectively letting glory hunters buy their way up the queue - compared with the old points system.
