Well his policy white lines are:

A street kid gets arrested, gonna do some time; he got out three years from now just to commit more crime

A businessman is caught with 24 kilos: he's out on bail and out of jail and that's the way it goes under the new system of removing jail time from those higher up the criminal chain and increasing jail time on those lower down.

Rather like BoJo's stated policy on taxation, in many ways, when you think about it.
