Not the party members. If Party Leader goes to Buck Palace and asks Queenie for the nod, but the rest of his/her MPs are yelling "DONT DO IT YOUR MAJ!!!!" then can you see her appointing them PM?.

Implicitly the prospective PM needs enough backing from their MPs, so it is theoretically possible for them to overrule the membership if they returned someone that the parliamentary party overwhelmingly opposed and only just scraped into the final two.
