Yes, though to be fair to UEFA they have little choice

The TV rights for the Champions League are worth what they are because of the pulling power of about a dozen (at most) clubs. All they have to do is threaten to form their own breakaway league and you either give in to their demands or be left with a competition that is literally worthless in financial terms (as with the Premier League, where to be honest you could replace the 14 non 'Big Six' clubs with 14 League Two clubs and the TV rights would be worth about the same, because all the value of the money to TV companies is for the rights to show those six clubs)
