It's a massive opportunity for him and one which may not come around again.
On the other hand, if he is truly confident in his ability then he must believe that he would get an opportunity like this in the future when he's possibly more prepared (i.e spent some time trying to perform the same trick in the Premier League).
Also, I think the way Webber likes to do it is to come in at a time when the club is in total flux and select his staff all the way down to the youth setup. In this case it is highly unlikely that he would be able to sack Ole after having been appointed so recently. That's not the Man Utd way. Inheriting a manager is not really how Webber likes to operate. Also while one day he would love to do so with a bigger budget, I'm sure, that brings a different level of pressure with it. If a club can afford to spend hundreds of millions then it is very likely harder to convince them to be signing obscure young talents, misfits and players with a point to prove rather than pumping millions into some superstars who don't fit the profile of players he likes.
It's also a no win situation because regardless of recent struggles, Man Utd fans will be happy with nothing less than a top 3 finish and many probably want them to be challenging for the title. After struggling consistently since Fergie left I am not sure there's much patience left in the fan base.
I think if he did go now then it would be similar to Paul Lambert when he went to Villa - he may do an awesome job, and it is a great opportunity, but the pieces are really not in place for him to succeed and I think he would be mad to leave the situation he is currently in.
Two more years at Norwich to test if his methods can work at the highest level, and then start thinking about the next step. Then take an opportunity when one of the top teams is struggling AND is ready to clear out all the coaching staff as well.
On top of this - small note - nobody really knows which challenges may hit the top Premier League clubs with regard to foreign players under whatever form of Brexit may happen....
