I don't see any justification to pay Bloggs more than Jones just because Bloggs got paid more or did more elsewhere. If I've decided Bloggs and Jones are both fit the for role, they can be paid the same as far as I'm concerned. If that means "over paying" Jones as a relative beginner then so be it. They are clearly good enough for the role or I wouldn't be making them the offer.
