I once had a speeding offence revoked

Was caught on camera, speeding, however the timestamp on the photo was wrong. It was showing about 4 hours later than the time I was actually committing the offence. I didn't even notice, was about to pay the fine and send my licence off when I got a letter from them a few days later saying that they were revoking the offence as the clocks on the camera had been configured incorrectly.

Based on that, I'd assume that they do have to provide some kind of evidence.
