If you take out this requirement you can get a pretty good basic laptop for around £300-£500 (i3 Intel 4gb ram). The cheapest touch screens can come in a few hundred more e.g. User Posted Link at £699. It may be better to save on the touch feature and have a separate iPad or similar. There is a huge range of chipsets and ram and hard drives that you can mix and match. If your 14yr old wants to do "gaming" the you are at the top end of performance e.g. i7 CPU and dedicated graphics cards etc.
