To be fair there's a problem somewhere

if Doherty isn't willing to come on up front for us even from the bench, and yet says about playing up fromt for Ireland:
"I know if I am called upon again to play up front then I am happy to do that. It is something that has gone well for me, and it is something I enjoy doing." (Pink 'Un 2nd June)

The problem is either with the manager, or with the player for whom the manager paid a great deal of money.
