it isn't about personnel

it's about tactics. 4-3-3 is a long ball tactic. If you only have 3 in midfield when most teams have 4 or 5 you aren't going to be able to play a short possession passing game because your midfielders are outnumbered and easy for the oppostion to mark. Therefore with no midfielders in space to pass to you have to kick the ball long over their heads if you want to get it to the strikers.
