I think pre-Webber there was very clearly a problem with recruitment

The football club all of whose signings work out does not exist.

I'd be interested if anyone had done some spoddage around percentage of signings who work out a) by number of people and b) by £££ spent, across the top 3-4 divisions in major footballing nations. Not interested enough to do the work myself, though.
