Not true

"Public policy" includes being a burden on the welfare state. Britain has a policy that EU citizens can be deported after 6 months if they have not found a job and require welfare support, and this is not in breach of any EU regulations. Whether we actually deport the number of people we are entitled to is a completely separate matter, partly because (unlike most EU states) we don't have identity cards here and therefore find it hard to monitor and enforce such matters.
