Probably not but.....

If you are in a conservation area then you will or if there is an article 4 direction removing permitted development rights or if its s listed building then you will need listed building consent.

And in other cases although you probably don;t need planning permission you need to notify the Council and apply for "prior approval" (which basically means you tell them what you are going to do and how you are going to do it and they will consider if they need to approve further details or impose certain conditions/controls).

May also need to do the same under the Building Regs,
