This is nothing to do with the PL

It is the big clubs, who want more games among themselves and less against the little teams the global audiences don't care about.
And, as with the big clubs who forced the PL to be set up, they just threaten to break away and set up their own league outside Uefa if Uefa don't give them what they want.
And since only about ten or so clubs are now responsible for pretty much all of the global TV appeal of the sport they hold all the financial cards. Any competition that doesn't include those clubs is basically utterly worthless in financial appeal.
