unclear no? (Spoilers faod)

I thought the cctv frames werent conclusive and they were going off eye witnesses, who are unreliable at best and tend to see what they think they should be seeing?

I dont see how it could be the briefcase unless Budd is in on it. He'd have seen any device.

If not the PPO, if it was in the case and the aide is a patsy (given he wasnt planning to be there/have the case), there'd need to have been a third party in the auditorium to trigger it remotely at the right time..?
