In Holland when i was there in 88-90 cease flying (for fast military jets) was at midnight and nothing allowed till 6am (unless on approved scheduled exercise like a TACEVAL or MINEVAL, or an actual real no-duff call out)

Dont blame the RAF, blame local laws.
