Find out where it lives, and get the council to every house within a mile radius a letter

stating they are investigating reports of a cat or cats s**tting in peoples gardens

The should state there is a zero tolerance approach being introduced.

Then nothing happens, and the letters will probably be sent out on an annual basis from there on.
