Indeed, it's not a great situation

but the reality is that it's almost impossible to deliberately stand still in terms of league position. It can happen of course, but I'm not sure its a policy you can consciously follow with any kind of reliability.

You're generally either getting worse or better, and, like you said, we're getting worse - at least in terms of quality in the squad.
