I think it's eg because about a week after they tried to kill the prime minister and the whole cabinet he (an obscure backbencher in no position to 'negotiate' anything) invited them to the house of commons for tea. Essentially people believe he supported them - and that's why he met them ... not because he wanted to negotiate with them
