Rule of unintended consequences probably comes into play if you do that.

What you do to hurt the PL clubs to discourage the practice will inevitably hurt snaller clubs more as it will have a correspondingly greater impact.

Will a PL care they gave to pay £500k more? Would a champ club care a bit more? Could a L1 club even afford the extra?
