one of our players had clearly pushed a Tunisian away from the flight of the ball. Apparently there is a directive stating that if a foul occurs before the VAR'd event, then they will not proceed with the VAR. They don't have the power to award a free kick in retrospect (strange), and since the ref didn't award a free kick to Tunisia the effect was simply that they didn't look at the Kane incident because England had committed a foul before it.
Second one - and this one I have to agree with, you can see from a couple of angles that Kane sneakily had hold of his arm and pulling it around him.
The first one still seems dubious to me. However, I feel that it would help if the VAR team not only gave the message "penalty / no penalty" but also gave the reasons why they made that decision, which should be made public, preferably even to the commentators during the game and if not at least after it. A little bit of transparency always works well.
