Not always. There was one a while ago - possibly 2010? -

....when the first two rounds of games in the first round were absolutely cracking - tonnes and tonnes of attacking football and goals, teams seemingly just going for it.

Then everything ground to a halt in the third round of games when the pressure was on, with lots of goalless draws and 1-0s. And the tournament crept onwards pretty quietly from there, if memory serves.
