it would be a rule, not backroom deal

Eliminating replays clearly hurts smaller clubs, and I am suggesting something that would protect their access to cash & prestige while allowing bigger clubs to lessen their workload.

Penalties are, in all honesty, more of a stupid idea than mine, but we now used to them!
