They probably just need to put the % chance of rain prominantly below the icon

E.g. Mainly sunny, possible shower in the evening, 15% chance of rain.

Because if people see raindrops and clouds in the main icon they assume its going to rain quite a bit and plan their day accordingly. Clearly if you just show sun the whole time and then it rains people will be equally p**sed off but it seems that since they changed from the Met Office the threshold for showing rain for the day has gone down quite significantly.

Its as much a symptom of the in a rush, no time for detail, need for instant info society we have become as well I suppose. Most people just don;t bother to drill down into the detail.
