They (or rather, a past King) were pretty much to blame

for the current state of DR Congo. Said king (Leopold I think) pretty much ran it as a private feifdom and was particularly brutal, even by 19th centuty European standards. I believe it was he who introduced the practice of cutting off hands to Africa , as depicted in Blood River
