every motorised road user has been tested on the highway code

it's called the "law" put very simply, people cannot use ignorance as an excuse for killing/injuring other people or their property on the highways of the united kingdom. never in the history of the law has someone been let off for being ignorant of the highway code. check your encyclopaedias.
