Look all I was saying is if you read the article

Her application for citizenship (not residency or to remain) was rejected because she had not included a document that was required. It appears to be the case that to apply for citizenship you now have to provide such a document. I agree that it would have been better for them to contact her and say “do you have this document as we need it to process your application” but that’s not how the home office works or indeed most of our local or national government departments.

This therefore appears to me to be a bureaucracy/procedural thing rather than evidence of a rabid desire to deport or terrify all foreigners.
