I assume it’s a different test. She’s not being told she has to leave is she?

The issue appears to be whether she’s provided enough evidence she’s been living here over a certain period.

Presumably if she provides that she will be successful. I agree they should have gone back to her to ask for it before rejecting it but that’s not how the public sector often works these days.
