start installing the safe standing area at lower Barclay E area and then add on D, C, B, A and the Snakebiters later on and by negotiating alternative seating for the one's that would prefer to sit

The lower barclay and snake pit stand for long periods already which can lead to confrontation - at least by doing this you would remove that element
